Purpose:

The Saint John Newcomers Centre in partnership with the Atlantic Regional Association of Immigrant Serving Agencies is embarking on Enhancing National Sector Gender-based Analysis (GBA) Plus Capacity Project. This RFP is part of the larger project.

The purpose of this request for proposal is to seek proposals from potential vendors to develop a framework that can be utilized by the Saint John Newcomers Centre to review existing human resource policies and develop any missing policies to be inclusive, accessible, and equitable using a Gender Analysis Plus (Referred to as GBA +) lens as defined by the Government of Canada.

 

Timeline

Proposal Submission Deadline: June 2nd 2024

Project Start Date: June 10th 2024

Project Completion: September 6th, 2024

 

Conflict of Interest Clause

All respondents must fully disclose any potential, possible, or perceived conflict of interest in writing, to welcome@sjnewcomers.ca before responding to the RFP. The Saint John Newcomers Centre may reject any proposal if it deems there is a potential, possible, or perceived conflict of interest.

 

Overview

We are seeking to implement a Gender-Based Analysis Plus (GBA+) framework across all our human resources practices to ensure an inclusive and equitable workplace that respects and values diversity beyond gender to include race, ethnicity, religion, age, and more.

The purpose of this Request for Proposal (RFP) is to identify and engage a qualified professional or consulting firm to develop and implement a comprehensive GBA+ framework tailored to our specific organizational needs.

 

Scope of the Project

The scope of the project must include the following;

  • Conduct a thorough assessment of current HR policies and practices of the Saint John Newcomers Centre.
  • Develop a GBA+ strategic framework that aligns with the mission, values, and strategic goals of the Saint John Newcomers Centre.
  • Train HR personnel and key stakeholders on GBA+ principles and application.
  • Provide tools and methodologies for integrating GBA+ into recruitment, retention, promotion, and performance evaluation processes.
  • Establish measurable objectives and indicators for monitoring and evaluating the implementation of GBA+ practices.
  • Offer guidance on sustaining GBA+ practices and making iterative improvements

The project has to be completed by Friday, September 6th, 2024 with a final report as well as an executive summary, a PowerPoint presentation and an evaluation framework to be provided at the end of the project.

 

Proposal Requirements

The proposal must include the following;

  • Executive Summary: Outline your understanding of our needs and your proposed approach.
  • Resume: Provide information on your expertise, and experience in developing similar frameworks and detailed qualifications of all team members who will be involved in the project.
  • Project Plan: Include a timeline, major activities, deliverables, and stakeholders involved.
  • Training and Support: Describe your approach to training and ongoing support.
  • Budget: Provide a detailed budget that includes all costs associated with the project which must be submitted as a different document.
  • References: Include case studies or references from past clients for whom you have developed similar frameworks.

The proposals should not exceed 5 pages in length. Appendices may be provided

 

Evaluation

All submissions will be evaluated based on the following criteria:

  • Relevance and depth of proposed methodology and approach.
  • Experience and expertise of the firm in GBA+ and diversity and inclusion initiatives.
  • Qualifications and experience of the project team.
  • Feasibility of the timeline and thoroughness of the project plan.
  • Cost-effectiveness of the budget.
  • Quality of references and success in previous similar projects.

 

Proposal Submission

Proposals must be submitted electronically to welcome@sjnewcomers.ca by Sunday, June 2nd, 2024. The proposal should not exceed 5 pages in length. Appendices should be included in the same document but will not count as the original length of the proposal of 5 pages. A budget should not be included in the same document and must be provided in a separate document.

 

Budget

The total cost of the project shall not exceed $15,000 (including expenses and HST).

All proposals should include a detailed breakdown of all fees and disbursements in completing the project. The respondent agrees to invoice Saint John Newcomers Centre based on the progress completion of the service. All pre-approved expenses and disbursements are to be invoiced as they are incurred.

Fees and expense information to be supplied including a breakdown of costs that may include to complete major work may include;

  • Per Diem rates
  • Travel, if required
  • Administration overhead
  • Costs associated with the acquisition of data, software, or research

The budget must be submitted in a separate document.

Terms and Conditions

The Saint John Newcomers Centre reserves the right to accept or reject any or all proposals submitted, to request additional information, or to cancel in part or in its entirety this RFP if it is in the best interest of The Saint john Newcomers Centre to do so.
